Durbalasya balam raajaa, baalaanaam rodanam balam |
Balam moorkhasya maunitvam, chauraanaam anrutam balam ||

Explanation
The strength of the weak is the ruler. 
Crying is the strength of the child (it gets what it desires through it). 
Silence is the strength of an unintelligent person (since people mistake it for sagacity). 
Lying is the strength of a thief. 

It is a prudent mind that is able to identify the strengths (and weaknesses) in people.
